In 2008, Berlin and Brandenburg passed the strategic paper “Security industries and research master plan”.
Implementation of this master plan requires constant monitoring and coordination as well as a stable organisational structure. The Transfer Office Security Industries (TSSI) was set up in the ZukunftsAgentur Brandenburg GmbH (Brandenburg Economic Development Board) for all activities in Brandenburg. The branch office helps to link the political, economic and scientific sectors with each other to help further develop the region around the capital into a competence centre for the security industry. The Berlin Senate Department for Economics, Technology and Women’s Issues is responsible for further implementation of the master plan on the Berlin side.
The TSSI was founded in June 2009 and is financed by the transfer directive of the Ministry of Economic Affairs and European Issues in the state of Brandenburg. 75% of the project funds come from the European funds for regional development, 25% from the state purse.
The tasks of the TSSI are:
- Realisation of the security industries and research master plan in following fields of action in Brandenburg:
- Secure identity
- Secure infrastructure
- IT-security/security with IT
- Security & society
- Urban Security
- Distributing information about markets, regulations, subsidy programmes, public tenders etc.
- Bringing companies, scientific circles and public authorities together (generating a community)
- Observing market trends and forming projects, drafting strategies
- Commissioning feasibility studies, surveys etc.
- Organising events
- Initiating R&D projects and/or monitoring these
- Location marketing (PR work)
- Founding companies and supervising spin-offs
- Attracting investors
